I wish every state had outlawed Partial-Birth Abortion, or that Congress had done so based on the civil rights of the child. But Congress tried to regulate abortions based on the idea that abortions were interstate commerce. Wrong. We would be better off if our Presidents, Congress and the courts understood that they are supposed to obey the Constitution, not evade it.
